Here are some guidelines on creating NPCs (Non-Player Characters)
NPCs should be kept to a minimum.
An NPC is someone that your character is going to briefly interact with.
Example: your character meets a farmer who is having trouble with someone stealing his chickens during the night and you have been sent to catch the theif. The farmer would be an NPC.
NPCs should not be used as a means to create extra characters beyond the 10 that you are allotted.
Most NPCs should not have biographys or profiles. Only those NPCs that recur over and over or interact with many characters would have a profile (such as Brice, the Red Feather Inn-keeper).
Cannon Characters (those specifically named in the books like Will, Horace, Duncan, Cassandra, etc.) are not NPCs and are not controlled by any one person. You may control them in your posts for your purposes briefly, but keep them in character. It is better to request one of the staff to control Cannon Characters.
You may run into royalty from other countries and may create NPCs for those people. You should not create any Royalty for Araluen. The only Royals should be those listed in the Ranger's Apprentice books. (By Royalty we mean Kings, Queens, Princes, Princesses)
You may create Noble NPCs. Nobility means anything from a Duke down to a Lord (Count, Baron, Knight, Master, Mistress, Lord, Lady etc.)
You may create common NPCs. Commoners are farmers, craftsmen, tradesmen, sailors, soldiers etc.
You may create evil NPCs.
Remember: Keep the number to a minimum and there is no need to list them in the profiles, though you can if you want to. Unless they are a major part of your campaign, don't do a full bio on them.
